Prevent creating Outlook shortcut

When I run for the first time Outlook 2003 in a new Windows 2000 profile, a
shortcut icon Outlook 2003 is created on the taskbar. Each time I use a new
Windows 2000 profile, the Outlook 2003 icon is created. How to prevent it to
be created (either by policies or registry keys) ?
