Prevent Default Reset

I have a computer with office 2003 and office 2007 installed. I want office
2003 to be the default. My problem is MS Access.

According to http://support.microsoft.com/?kbid=928091,

"The Windows Installer repair operation registers Access 2003 every time that
you start Access 2003 after you use Access 2007. Similarly, the Windows
Installer repair operation registers Access 2007 every time that you start
Access 2007 after you use an earlier version of Access."

I don't want things to reregister. The process will reregister EVERYTHING,
not just Access. So I want an Access 2003 document to default open with
Access 2003, not Access 2007. Even after I open Access 2007, or any other
microsoft office program (i.e, Word 2007, Word 2003).

I'm very convinced that this can be done, because for all other programs in
office (with the exception of Publisher, which isn't as different between
2003 and 2007) it is possible.

Please help! This is for young High School students and school staff to learn
ICT in a poor region of West Africa.
