Prevent deleting a row from a repeating table

Hi,

I need to prevent users from deleting a row from a repeating table based on
a condition, but allow them to insert new rows. I thought I could use
conditional formatting of the repeating table, but that seems to disable both
delete and insert functions.

Any help is greatly appreciated.
