Prevent receiptient from CC & Fw

In MS Outlook 2003, can i prevent receiptient from CC and Foward the email i
sent to them?
That mean, receiptient can only read my email.

Once it is on my computer, even if there was a way to lock it down, if I
wanted to get around the lock, I could find a way.

Only if you're both using a Windows Server that implements Rights Management.
In general, no.
