Prevent users from deleting trash

Hi,
I would like to prevent users from deleting their trash so they can meet
compliance requirements. Any thought on how to accomplish this? Thank you. C

A user can also delete without it ever going to deleted folder, so
prevention of emptying the folder would be byepassed. Perhaps you might want
to consider where the data is initially stored.
