preventing deleting emails....

Hello,

Is there a way to prevent users from emptying their
deleted items? Also can I disable the shift delete
feature of deleting messages?

Reason for this is that there have been some emails going
around that are of a fairly serious nature. My users know
that if these messages are emptied from the deleted items
them emptied from the recovery folder the same day that
they are sent then the email is not recoverable. The
backup tapes will not have the messages because the
messages weren't left over night for the backup to run.

I'm on exchange 5.5 running Outlook 2000

Any ideas??
