Preventing Local Resources from being added to PWA

When a project manager publishes a project plan that
contains resources that are not setup as an enterprise
resource, the resource is being created in Project Web
Access. Is there a way to prevent this from happening
other than not publishing until the enterprise resource is
assigned?

Under Tools, Options, General Tab, unclick "Automatically add new resources
and tasks" and click on "Set as default".

This will issue a warning when you try to assign a resource to a task that
is not already on the project's team. You can override it, so it is not
absolute.

"Set as default" only affects yourself, not the Enterprise.

Clear this option on all Templates before saving them to migrate this
setting to all projects created from templates.

To eliminate this problem, your Project Server administrator should do the
following:

1. Log into PWA with administrator permissions
2. Click the Admin menu
3. Click the Server configuration link (in PS 2002, click the Manage
Organization link)
4. In the Account Creation section of the permissions grid, set all four
permissions to Deny
5. Click the Save Changes button

Making the above change will prevent the creation of user accounts in PWA
when a project manager adds local (nonenterprise) resources to his/her
project and then publishes the project. In fact, if a PM attempts to do
this, he/she will see a Spooler error at the time the project is published.

In addition, I believe you will need to make the use of local resources a
training and performance issue with your project managers. You will need to
train them not to type resources in the Resource Sheet view of their
projects, but instead, to use the Build Team from Enterprise dialog to
create their project team. You should then hold them accountable for their
performance on this issue.

A final thought: I believe it would also be prudent to ask the project
managers WHY they are adding local resources to their projects. If they are
doing so because the enterprise resources they need do not exist in the
Enterprise Resource Pool, then this probably means your Project Server
administrator should add the correct resources to the pool to meet the
project manager's resource assignment needs. This could include the
creation of both human and Generic resources. Hope this helps.
