preventing users from sending external mail outlook 2003

I have a small number of users accessing outlook 2003 from windows 2003
server via Citrix. The outlook connects to an exchange server 2003.

I wish to prevent the users sending external mail. I realise I could get the
SMTP connector modified to block the a groups access to send external mail.
Given this is a small subset of users, can anything be done within outlook,
to only allow users to send to internal recipients only.

no, unless they are using a second acct in outlook to send. if they are
using the exchange acct, you need to block it at the exchange server.
