Preview Not Correctly Showing Hover Buttons (outline w/red X)

Please Help! Running Frontpage 2000 with XP Pro.
I am trying to preview my page and the hover button that
I have created (with a correct link) does not display
correctly. It shows the outline with a red X and does not
function when clicking on it. Also, I seem to be having
trouble viewing other people's websites that I know have
been created using Frontpage 2000. They also show with
the outline of the button only and do not function.
Those pages display fine on 2 other computers in my
household so it's not the ISP or the pages. Thank you in
advance!!

Hover buttons require Java Virtual Machine which can be
downloaded from http://java.sun.com
However, most people have quit using Hover Buttons
because windows XP / IE6 no longer comes with JVM installed.

So to make the Button look like it is being selected, what
to you suggest?

Use JavaScript rollover buttons, or in FP2003, interactive buttons.

My understanding is that hover buttons are no longer very popular because of
assorted virtual java machine headaches...
