Primary user wants Outlook, Secondary user wants Outlook Express

I am the primary user on Windows XP. When I make Outlook
my default email program, the secondary user is required
to use it. Is there a way that he can continue to use
Outlook Express despite the fact that I have changed my
settings?

Use 2 separate accounts, only install the preferred account into the
preferred program and open each mail account using the shortcut for that
program.

There can only be one default mail program per Windows Profile.
