print a perfectly centered graphic design in publisher

When I try to print a full page color graphic design, it will not be
perfectly centered. I recently got a xerox phaser printer and the
specs say it should be able to print to .167 of the border.

If I just use the background fill, it is way off so what I have tried
to do is make the page 8 x 10.5 (which would give a 1/4" border of
white all the away around - centered. The design looks perfect until I
go to print preview. I can make the side margins look a perfect 1/4"
each, but the top will be slightly more than 1/4" -- about 1/8" more
and of course the bottom will be 1/8" less than 1/4". When I called
the xerox people they said they had no idea and it should print
centered.

I also have this same issue with a minolta color laser printer and of
course with ink jet printers - you can't get as close to the border.

If I change the borders to 1/2" all the way around - it will still
give me perfect side margins and be off that bit in the top and bottom.
Because this issue is the same with both laser printers (as well as an
hp black & white), I am assuming it is not a printer setting - do you
have any ideas????
