Print Layout view missing top margin in display

Word 2003 --- In the "Print Layout" view (not Print
Preview) the paper image is missing the top edge equal to
the top margin setting. The cursor positions itself at
the very top edge of the paper. When I adjust the top
margin to a larger measurement (say 3") the Print Layout
view is now missing the top 3" of the paper. What's
going on? I've reinstalled Word...no help. I've
deleted the NORMAL.DOT file...no help. Any ideas?

Hover the mouse over the top edge of the page. When the pointer changes to a
double arrow and you get the "Show White Space" ScreenTip, click the left
mouse button.

Look in Help for Show and Hide White Space--it's easy to
fix, but difficult to explain in words--Help will show you
how to fix this problem
