Printing using Notebook layout

Is there any way to print with the notebook layout format (lines,
etc)? When I try, I get a blank background.

I'm afraid there isn't. Notebook Layout view is precisely what its name
indicates: a view. It does not affect the document itself, which is why the
printer output looks just like a regular document with a blank background.
