private message cannot be opened, intermittent

This is very odd. We are using Exchange 2003 and we did go through a
Exchange 5.5 upgrade. One of my bosses can make the incident repeatable, but
some others could not.

Basically, if they make a message as private, any attachments cannot be
opened. But the same message not set to private and the attachments can be
opened.

Has anyone seen this before? I know I did not add any real detail but I am
looking more at the moment to see if there have been other occurances.
