Problem AppPools FPE2002 w2k3

On the old platform we are running win2k + FPE2000..
Users can create subwebs wich are configured as separate
applications.. That's cool..

The new platform is setup with Win2k3 + FPE2002..
If users create subwebs it's setup with a _vti_bin as it
should but they are not setup as separate applications..

Is this normal behaviour? I think it's weird.. The
subwebs can not run treir own global.asa anymore..

Any help, comments....
