Problem between oracle client and access

I have installed oracle client 9 to my machine to connect to oracle main
server database using ODBC to update Access database but i face a strange
problem , when i log on to machine with local administrator account every
thing works fine but when i logon with domain user i recieve following error
even when i test connection
Run Time Error '3151'
ODBC Connection to 'database name' Failed

what i can do?
