Problem copying pst file

I have followed instructions for copying my pst file in order to backup my
outlook files for copying to another computer. When I try to copy this
message comes up: "Cannot copy outlook. The process cannot access the file
because another process has locked a portion of the file".

How do I overcome this problem?

Is Outlook REALLY closed? (Use Task manager to see if it is...)

And do you have a third party tool interfacing with the pst, eg a desktop
search app
