Problem executing hyperlinks in email messages while in Outlook

Can anyone help me with this problem? I never had this issue until about
three weeks ago and I cannot figure out what I have done to cause it. When I
open a messge in outlook and it has a hyperlink, if I click on the underlined
and hightlighted hyperlink I receive the following error message:" Microsoft
Office Outlook - This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system administrator." I am
on my home network and I am the administrator, but I cannot find a way to
correct this.

Can anyone help?

In IE, Tools->Internet Options->Programs Tab->Reset Web Settings.
