Problem publishing site to new hosting site, 403 Forbidden

Just changed website to new hosting site because our other 2 websites work
very well on this new site & service is good. Frontpage server extensions
are enabled, Linux based hosting site, need to publish to htdocs folder;
1. When I'm in the website on my computer, I Click File/ Publish web and the
publish web screen comes up. Publish from c:/redcliff to
http://www.redcliff.com. What's strange is both sides of this screen are
blank. I thought there was supposed to be folders on both sides
2. Following error message under details comes up: 403 Forbidden, You don't
have permission to access/_vti_bin/shtml.exe/www.redcliffskilodge.com Port 80.
How do I make sure I'm uploading to the right place & how do I change to the
new passwords? Thanks in advance for your help
