problem sending mail

I just installed my outlook 2003 and trying to get it to work properly. I
can receive mail but I can't send anything, I tested sending something and it
will say sending in the bottom right corner and then I will receive a timed
out error message.

How can I fix this problem?

1. Verify your SMTP settings match what your ISP requires.
2. Post the whole error message, please.
