Problem Sending Outlook Dialup Email

Sending and receiving email on a broadband connection with
Outlook Express works fine. However with a dialup
connection, receiving email works but I cannot send
email. I get the following error: "The connection to the
server has failed. Account: 'mail.comcast.net',
Server: 'smtp.comcast.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number:
0x800CCC0E"

Can anyone help?
