In another post Gary suggested saving the project as an XML file, deleting
the corrupted project from the server database, and then importing the xml
file to the project server.
Gary's suggestion did in fact solve the problem.
I believe this problem was caused when I "Saved to Project Server" instead
of importing the project to the server. When importing to project server,
you have more control of what gets imported and how the data is mapped from a
local file to an enterprise project. During the import I was also able to
fix a problem where an inactive resource showed up multiple times.
