problem using fraction

If I insert the fraction 1/3 or 2/3 using the insert symbol. what I see in HTML view is not the fraction but the following :
#8531. When I published without realizing this, small squares showed up. So I changed the fraction with a number/number. But I want to understand what is the problem. thanks

The character must also be available in the font you have selected, and the
user will also need to have a font that has this character in the same
location..

shouldn't the user's system then revert to the nearest equivalent font, or a
default (such as courier or times roman - all fonts should have the fraction
characters in their font-sets ?

Only if a alternative font has been specified and the ¼ is in the same
position within the character set.
