Problem When Opening Database

When Ever I open a database with My Version of Access (2003 11.5614.5606)
i get a box that pops up and says

Security Warning: Unsafe expressions are not blocked.

to block unsafe expresions, Microsoft Jet 4.0 Service Pack 8 or later must
be installed.

So i installed the service pack no luck still does it so i changed the
security settings and it still does it.

What do i need to do to stop this?
