Problem with browsing for Open With program

When I choose the Browse button to select my Open With program, I find the
program successfully, but when I click "open" it just goes back to the "Open
with" dialogue box and does not open the program. Is there any way round
this? Some link has obviously been broken.

So what are you trying to achieve?

I'm actually trying to open a pdf file with a particular Serif program so
that I can edit it, but the program doesn't appear in the "Open with" list so
I am trying to access it using the "browse " button.

And this Serif application will actually open and edit pdf files? Why not
open the application and then open the pdf file within it?

Then I don't see how this is an Office problem.....a Windows problem, or a
Serif problem, but certainly nothing to do with Office....

Yes, I can do that, but in the past I have always been able to right click on
the pdf file and select the Serif program. It's just a lot quicker than
having to find the program first. I was hoping someone would have a fix for
it.
