Problem with delay of receiving and sending of emails

Seems that I have some users that can only receive email if they click on one
of their other folders. When they do they immediately receive notification of
new mail. Same thing for emails they send. Sent emails will sit in the outbox
until the click on another outlook folder. Those emails sitting in the outbox
then are sent. I'm puzzled on this one. I have tried new installations, went
through most fixes and so forth to no avail. Any suggestions?

More info needed.
I presume you connect to Exchange -
What client workstation OS version, and is there a firewall enabled on it?
If you have WinXP and have recently installed SP2, note that the firewall is
enabled by default.
Other options include being on a network configured with VLANs or segregated
by routers, but I'd be inclined to check out the firewall issue first.
Exchange isn't being allowed to send the requisite UDP packets needed to
notify the mail client of new mail...even though it's in there.
