Problem with Excel Dates

I don't follow what you mean when you say the "date format in my
workbook" because it's the same workbook being opened from a network
location.

That's why I tried to clarify by writing the "default" date format in my followup post. If the cell is formatted as General, the appearance of a date entered by CTRL-; will match the DEFAULT date format in the workbook, which will change depending on the WRS of the machine on which the workbook is being displayed. So even though it's the same workbook, the default date format can vary.
