Problem with Excel files being locked by Administrator

Lately our company has been having problems with random
files being locked for editing by Administrator. Going in
as Administrator won't help and the only way we can solve
the problem is to copy the file and rename it; deleting
the locked file.
I'd like to know if anyone else is experiencing this
problem, on their network.
