Problem with Infopath form with SharePoint Workflow

I have built a form that I have published to a SharePoint forms list. I have
added the default approval workflow to the list. The workflow kicks off when
a new form is added to the list.
Here's the problem: When I set the list to open the form within the Infopath
client, the workflow kicks off properly and all approving authorites get the
"workflow edit this form" bar below the ribbon within the client when they
click the link in the e-mail.

When I set the list to open the form within the browser, the workflow kicks
off properly but the approving authorites don't get the "workflow edit this
form bar" below the ribbon within the client when they click the link in the
e-mail.

Any help with this would be appreciated.
