Problem with Issue attachments

I am trying to use the MS-Project Issues Attachment feature without success.
It looks like I have been successful performing the attachment, but I can
not find a way to view any attachments. I can add Issues and Risk and see all
the data, except attachments.

On the Issues page for the selected project, do you see an attachment
indicator (chain link) to the left of the Issue to which you attached the
document? Let us know.

There is a paper clip at the TOP OF THE COLUMN", as there is for every
project > Issues display, but there is no indicator next to the subject Issue
which I added the attachment earlier in the day.
