Problem with Replies and Forwards

I have had an odd problem that has popped up recently and I can't seem to
find any information regarding this issue. In an effort to prohibit spammers
from using our Exchange server, we turned off authentication and converted
all of our users that were still using Outlook Express (or some other mail
client such as IncrediMail) to Outlook with their accounts set up as Exchange
accounts rather than POP3.

Since then, I have two users, and there may be more that just haven't
reported it, that cannot reply or forward email messages. Whenever they hit
the Send button, a dialogue box pops up that reads "You do not have
sufficient permission ..." I have read some information in the Knowledge Base
about IRM but all of the articles seem to address setting rights/permissions
on normal outgoing mail. This problem seems to relate to the Reply/Forward
functions only. I thought me and my staff had been fairly consistent when we
made the conversions so I don't understand why these two individuals are the
only ones experiencing this problem.

Any suggestions, enlightenment, etc. All help is appreciated.
