problem with replies and forwards

We have a number of organizational mailboxes on our Exchange 2003 which
belong to dummy users. Our real users switch between Outlook 2003
profiles to access theses mailboxes. Now they can send mails which have
the organizational address.

When replying, however, the user gets an error message "You do not have
sufficient permission to perform this operation on this object. See the
folder contact or your system administrator".

Does assigning a user full mailbox access to a different mailbox not
include "the send on behalf of" permission? But why does it work on new
messages and not on replies?

Somebody asked this before but did not get an answer. Is there any help
available now?
