Problem with Rules and Outlook 2003

Here is my issue. I can right click on a message and create a rule, but if I
go to Tools/Rules the window pops up then disappears. I have a feeling that
one of my rules is corrupted and if I could delete them the problem may go
away, but where are the rules stored in Outlook 2003?
I am running XP Home SP2 and have the updates for Office 2003. This system
was just reloaded yesterday.

Or, if there is another solution, I would be more than grateful to know what
it is.

Does the window show when you start Outlook in safe mode? Otherwise you can
reset the rule by;
Start-> Run; "path to outlook.exe" /cleanrules

Roady,
It does it in safe mode too. I had installed the recommended updates for
Office, .net framework 1.1, java for the web, xp plus, and a couple of other
programs and that is all. It worked prior to reloading windows.

I tried using the switch and nothing happened.

The switch removed all your rules. Can you open it succesfully now all the
rules have gone?
