Problem with scrolling a frozen pane

In Excel 2007, we are having a problem with scrolling a frozen pane. When
our cursor (active cell) hits the right side of a resized (restored down)
window, the right pane does not begin scrolling left when the cell cursor
reaches the right side of the window. Instead, the cursor (active cell)
moves on to invisible cells off the right side of the window.

It is our understanding that the pane should start scrolling left when the
cursor (active cell selection) moves off the right side of the window so
that the active cell will remain visible in the pane. Indeed, this is the
case when the window is maximized. Interestingly, we do seem to remember
that this feature, at one time, worked well in the resized window also.
Sychronous scrolling is disable for freeze panes, so that does not appear to
be the issue. Any thoughts on why Excel is allowing our cursor to move off
the visible spreadsheet with out scrolling the window?

P.S. We just noted that this is also a problem, even without freezing the
panes, when the worksheet window is not maximized. The smaller window will
not scroll the worksheet when the cursor hits the right side of the window.
Thereby, allowing the cursor (active cell) to disappear out into 'Never,
Never Land' somewhere.
