problem with send and receive in OUtlook

When I hit send/receive, the receiving process hangs and
it does one of 2 things. Either 1. Outlook continuously
downloads over and over again the same messages
repeatedly or 2. It times out and doesn't send or receive
anything. Please respond to (e-mail address removed) if
you can help
