Problem with Tables

I am having a problem with tables that I cannot get around.

I'm trying to set up a table to put Pictures in one cell (column) and text
in the other cell (column).

When I make the columns - the cursor flashes in the MIDDLE of the ROW and
won't let me put the text or the picture at the top of the table space.

Something is preventing me from useing the upper half of either row - and I
can't stop this bizarre behavior.

Can someone tell me how to get to the top of the rows to put up the text and
pictures? I don't want to start half way down the row...

Right click in the cell, then cell properties and set the alignment to left/top.
