problem with timesheet view

I'm sure I'm just missing something basic...

In the timesheet view of my projects, i see only %work
complete and Remaining work editable...and only editable
on the left side. On the right side, where it has date
across (timephased), the actual work there is not
editable.
I belive this setting is driven from Admin...Tracking
Setting...I currently have it set to "Hours of work done
per day or per week"...how come the timesheet view is not
getting updated? I thought it be that there is a setting
at the project level controlling that? and i went to
Tools...customize...and verified that the default setting
from web access is showing and used...I also republished.
Question is: why is Actual Work per day not editable on
the time-phased right side of the screen.

the user I'm getting in as has full admin priviledges,
Project manager, etc...so I think that should be fine.

thanks for any ideas on this...

Do you use manageable timeframes for your resources time
submission ?

After changing the setting in Project Server, you must then change the
setting in each plan that you've already published under Tools > Customize >
Published Fields. After doing this, you must republish all tasks. Note that
only tasks that have not had actuals posted to them will change to the new
tracking method. All started tasks will remain in their original tracking
method format until complete.

To get around this, you could save the project as a .mpp file, have
the Project Admin remove this project from the server, then reimport
it, right? Then all tasks, including ones that were already started,
would use the same tracking method?

I've followed these steps; verified the proper settings in web access; checked project-file settings and re-published assignemnts. I've also removed the project from the project server and re-loaded from an mpp. The timesheet actual-work fields are still shaded/disabled. Any more suggestions
