Problems provisioning workspaces

Project server 2007.
Imported projects from 2003 using the import tool.
They all have no workspaces - becuase the create workspace is set to
manual.
Check the URL for the worskapce and it doesnt exist (good).....

Open 'manage workspaces' in server settings and choose create
workspace for a project.
System takes a minute or so and then comes back with:

"The web site specified is already linked to another project. Select
another Web site, and then try again."

.......and the workspace URL does NOT show in manage workspaces
....BUT
if I go to the URL directly the workspace HAS been created.......(and
it wasnt there before).
However, ONLY the system user has rights to that workspace....ie not
other project users........so it hasnt been provisioned
properly........and it still doesnt show in manage workspaces.......

So what is going on?
Why doesnt the URL for the newly created workspace show up in Manage
workspaces?
What table in SQL2005 holds the workspace URL?

UPDATE MSP_PROJECTS
SET WPROJ_STS_SUBWEB_NAME=null
