Problems with GPO setting "Size to disable adding new content"

We've just implemented Outloook 2003 and moved to a Windows 2003 environment
and were not starting to use GPOs. One problem or questions I have is with
the settings for Outlook 2003 with regards to the PST Size to disable adding
new content setting. I have the setting set and it seems to work fine, I've
gone over my limit and I can't add new content but I can still view it. But
if I want to delete some content to make more room it says I must
shift+delete to get rid of a message. When I try and do a shift+delete it
won't delete the message, it just gives me a message saying the pst file has
reached it's limit and to select messages I no longer need and press
shift+delete to remove them. Anyone know if this is by design? Anyone have
a fix?
