Problems with outline numbering

I am using a multi-level outline numbering in a word
document. Also using format styles and levels that I
defined. The numbers in the outline keep changing
everytime I save. Also, whenever I re-start numbering,
all numbers above revert to their continuous, incorrect
numbers. HELP!
