Problems with public calendar updates betweenEntourage and Outlook users

We're having an issue with public calendars now that we've added a Mac with Entourage into our Exchange network. We use a public calendar for everyone to see what we have scheduled in all of our offices, and then within that calendar, we invite individuals to events specific to their office so it shows up in their personal calendars, as well. In the past, when we were all using Outlook, it never mattered who initially entered an event, anyone else could adjust it and send the update to everyone who was invited to the event, so the update would be reflected in their personal calendars as well as the public calendar.

With Entourage, this system has become a disaster. If the Entourage user updates an event that was scheduled by an Outlook user, the public calendar reflects the update but anyone invited to the event has a problem with the update (and vice-versa for events scheduled by the Entourage user and updated by an Outlook user). When the invitee gets the update, it says that the event is "out of time" and when they accept it, it will not update in their calendar. This has wreaked havoc on our system and we have no idea how to fix this. Any suggestions?

Actually, it turns out that it's only a one-way issue. When the Entourage user tries to modify an event that an Outlook user has created, the Entourage user may save the modified event in the public calendar (where the changes will be reflected) but may NOT send the update to an invitees. If the Entourage user creates the event and the Outlook user modifies it, there is no issue (although the updated event shows up as being sent by the Entourage user, not the user who updated the event...weird).
