Problems with registration of events for Visio::Windows objects

I registered an Events for Windows-object of
Visio-Application(Application->Windows) and for Windows-objects of opened
Documents( Window->Windows).
How I understand ,if i closing a Document(Window),only Application->Windows
must catch the Event BeforeCloseDocument .But both Windows-objects catching
this event.
