problems with thumbnail photo resizing to fit

I am working in front page 2002.
I have a photo in my website that I made into a thumbnail.
When I click on the thumbnail to bring up the actual size
of the photo, it keeps resizing to fit the entire photo on
the page. It is a news article that I want to be big
enough for people to read. How can I prevent it from re-
sizing down?
