Problems with Windows Installer

I tried to uninstall Office 2003. Complete uninstall did
not work. It kept on giving Installer problems saying
either I was working in safe mode (which I was not) or
the Windows Installer had not been properly installed.

How can I correct this problem?

Reinstall it on top of where it was before and try uninstalling it right
away.
