Problrm to check mail by Outlook express on Hotmail

Please, clarify if is it still possible to check mail on hotmail server
using Outlook express? And is this service still free of charge?

MS is discontinuing free OE & Outlook access to Hotmail. If you already have
a Hotmail acct set up, you might be able to access it through OE for a while,
but no new accts can be set up in OE unless you pay a fee.
