Procedural questions on timesheet data entry and delegate

We are piloting an implementation of the MS Project Server
web access, and you are attempting to track all of our
time in the time sheet. To do this, we have identified
administrative projects to identify time that is not
scheduled but the resource can supply actual work against
(as noted in several posts on these pages...thanks!)

Question 1:

Lets say that a resource has an assignment that is
identified for them alone, but they go to another project
member (say a mentor) and ask for assistance. The mentor
would like to track their time against the task but was
not originally assigned. What is the best process for
this? Is this hooked in some way to the delegate feature?
Short of assigning every potential resource to a task with
0% work, what options do we have?

Question 2:

We would like to have a single user represent several
Subject Matter Experts (for instance a Finance Lead that
represents the A/P SME, A/R SME, and G/L SME). While
these individuals would perform distinct work and be
identified on the plan, we only want one user to update
their progress in Web Access? Is there anyway to do this
without creating a seperate user account and login for
each SME and having the person go back and forth (as well
as have those accounts affect licensing)? I tried
delegate, but this only works on another account and the
actuals have to be recorded and forwarded to the lead
within the delegated account. Any info on how others
might handle this situation would be greatly appreciated.

my suggestion to question 1:

- grant resource the permissions to "Create new task". by this, the resource
will be able to use the PWA to create new tasks in project that have been
published to the project server database. ofcourse resource should be
assigned the proper category to determine the user's visibility over
projects, hence which projects they can create new tasks in.
