Is there a Maximum # of table fields to allow editing on when a document is
protected? I've highlighted all I would like user to edit, however upon
selecting everyone, some are eliminated automatically.

I'm sorry, but your question doesn't make sense the way I read it.

Tables have cells that hold information in a given place. There is a maximum
of 22 columns in Word, I think.

One of the things that can be in cells are fields. One kind of field, the
only kind that can be protected or has to do with protection in Word is a
formfield inserted using the Forms toolbar. While I'm sure there is some
maximum number of formfields you can have, I would be amazed if you are
approaching it.

What is it that you are trying to do?
