Product Key Rejected On First Uses

I downloaded Office Ultimate 2007 from TechNet Download. After key in
product key and installation, when I try to activate the product, it
responses the key has already used 10 times. It is the first time I use the
key.

I don't have this issue on other TechNet Download. Not sure what is going
on and how to resolve it. Please help!
