Hello! I purchased my edition of office 2003 software several years ago and
I have installed and uninstalled, etc., etc., on three computers. Today I
went to install it once again and it will not allow me to do so. Says it has
been installed the maximum time. I bought this, I own it, and I am
frustrated. Is there anything I can do? Thanks for any help offered.

You don't own it - you paid for the right to use it. Assuming it's a retail
version, you can install it on one desktop and one laptop - solely used by
you and not at the same time.

The advice "Assuming its only installed on the number of PC's allowed in
the EULA use
phone activation" is good. Office comes in several flavors and some flavors
are only good for the OEM machine (you can't use it on any other machine
ever, and some allow you more flexibility. The documentation that came
with the software should tell you what version and what options you have.

I am guessing that the above advice is correct and you will now be
allowed to install it on you new machine, but it may require that phone
call.
