Programattically enabling Custoom Toobars

I have an application which restricts users to the tool / menu-bars created
within the application. All but one of the toolbars are created
programatically when the application starts.

However, a new bar which was created manually always appears greyed out even
when it is programatically enabled and it therefore cannot ever be used by a
user.

Any ideas?
